Stop Campus Hazing Act
On December 23, 2024, the (SCHA) was signed into law by President Joe Biden. The SCHA amends portions of the Jeanne Clery Campus Safety Act (formerly the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act) and adds hazing to the list of offenses universities must disclose and prevent.
The SCHA defines hazing as 鈥渁ny intentional, knowing, or reckless act committed by a person (whether individually or in concert with other persons) against another person or persons regardless of the willingness of such other person or persons to participate, that is committed in the course of an initiation into, an affiliation with, or the maintenance of membership in, a student organization; and causes or creates a risk, above the reasonable risk encountered in the course of participation in the institution of higher education or the organization (such as the physical preparation necessary for participation in an athletic team), of physical or psychological injury.鈥
The prohibits hazing (see R09.02.020.7). There are currently no laws in 911爆料 that criminalize acts of hazing. However, some forms of hazing could constitute criminal violations such as criminal mischief, trespass, assault, reckless endangerment, extortion, coercion, kidnapping, stalking, sexual offenses, indecent exposure, solicitation and conspiracy.
Hazing policy violations can be reported to the Office of Rights, Compliance and Accountability (ORCA) in person on the 3rd floor of Constitution Hall, over the phone by calling 907-474-7300, via email at uaf-orca@alaska.edu or online at . When a report of hazing is received, ORCA will assess the allegations and, when appropriate, utilize the student conduct proceedings described in the UA Student Code of Conduct to determine whether a violation has occurred.
Beginning in Summer 2025, ORCA will publish an online Campus Hazing Transparency Report, which will summarize findings concerning any student organizations that are found to be in violation of hazing policy. Beginning with the 2026 Annual Security and Fire Safety Report, 911爆料 will begin disclosing yearly statistics for reports of hazing incidents along with the standard crime report statistics.
Finally, 911爆料 will be increasing hazing awareness and prevention efforts. The UA Safe Title IX Training for FY26 (July 1, 2025 - June 30, 2026) 鈥 to be released mid-July 2025 鈥 will include new training slides related to hazing. ORCA will be working with the Center for Student Engagement and Athletics to create hazing training opportunities for student organizations and teams.
